E-Ranked: E-Ranked techniques are the most basic that any ninja could know. These techniques are generally learned at the Ninja Academy. All academy students are expected to know all of these techniques before they become Genin. Example: Thousand Years of Death.

D-Ranked: D-Rank jutsu are the next up, from E-Rank. These are the basic jutsu that Genin are generally learning, after getting out of the academy. Your average Genin will only know D-Ranked techniques until they join a team. Example:Oboro Jutsu

C-Ranked: C-Ranked jutsu, if you have not guessed, are Chuunin ranked techniques.. Some Genin may have one or two of these techniques as their secret weapon, or to try to impress people in the Chuunin Exams, with the Chuunin Exams being the test to see what Genin are ready to become Chuunin. 
Example: Kuchiyose no Jutsu (Summoning Jutsu)

B-Ranked: B-Rank jutsu are the jutsu that you would normally see Jounin use, however some Chuunin may know a few of these techniques. These techniques are considered very powerful, and deadly. Also, generally these techniques will take up a lot of chakra. 
Example: Kage Bunshin no Jutsu (Shadow Clone Jutsu)

A-Ranked: These jutsu are generally Jounin level and forbidden techniques. Many Jounin create their own special techniques that fall under this ranking of jutsu, but these are mainly known to Kage level ninja. 
Example: Chidori

S-Ranked: These jutsu are usually forbidden to learn. Those who use these usually run away from their village because it is illegal to do so. 
Example: Edo Tensei ( Impure World Resurrection)
